Programs & Services
We promote the highest level of health through education and health promotion, anticipatory guidance, prevention of illness and injury, infection control, health maintenance, advocacy, and health care planning.
We apply engineering, biology, and the social sciences to educate, manage, evaluate, and regulate factors in the environment to reduce health risks, respond to public health concerns, and promote a healthy community to live, work, and play in.

Animals, Bugs & Pests
We respond to health complaints regarding animal bites, rabid animals, pests, and other potential public health concerns.

Beaches, Pools & Water Parks
Environmental Health staff: Issue permits and inspect beaches, pools, and water parks annually; review safety plans, lifeguard credentials, and water quality reports for regulation compliance; observe lifeguard and safety drills during inspections; provide guidance to operators related to health and safety issues; review safety plans, lifeguard credentials, and water quality reports as applicable.

Cancer Services Program
Learn about breast and cervical and colon cancer screening and education services offered by the Madison County Department of Health.

Child Find - Developmental Delay Tracking
The Child Find program is a developmental surveillance component of the Early Intervention program. Children birth to age 2 years that may be at risk for developmental delay due to medical or environmental reasons are monitored.

Child Passenger (Car Seat) Safety
New York State law requires children under age 8 to be restrained in a proper child restraint (car seat with harness or belt positioning booster seat, depending on the child’s age, weight, and height).

Children and Youth With Special Healthcare Needs
The Children With Special Health Care Needs Program assists families of children birth to 21 years who have or are suspected of having a serious or chronic physical, developmental, or emotional condition.

Children’s Summer Camps
We provide guidance to summer camp operators on health and safety issues.

Communicable Disease Prevention & Control
We investigate reportable communicable diseases in New York State, and provide education on infection control and prevention of disease outbreaks to healthcare professionals and the community.

Early Intervention
The Early Intervention Program provides evaluations and services to children birth to age 3. Children with a confirmed developmental delay or disability are eligible for services.

Environmental Health Assessment
We work to inform, educate, and empower people about environmental health issues, and mobilize community involvement and partnerships to identify and respond to environmental health problems and community needs.

Food Service Permitting & Inspections
We work to protect community health by working with food service establishments (owners, operators, caterers, and the community) to avoid imminent health hazards through design and management, education, permitting, and inspections.

Healthy Community Design
Buildings, neighborhoods, and communities can be designed in a way that protects people's health. We work to help communities grow while protecting human health and the environment.

Healthy Homes Program
Healthy Homes of Madison County is a FREE health and safety home checkup and education program improving the health and safety of Madison County residents.

Hotels, Motels, Campgrounds & Migrant Housing
We work with hotels, motels, campgrounds, and migrant housing to minimize potential health hazards and prevent environmental illnesses and injuries at hotels, motels, and migrant labor camps.

Immunization (Vaccination) Program
Our program provides age-appropriate vaccines at clinics to children and adults.

Lead Poisoning Prevention
We provide education and information on how to reduce lead levels, working with residents, the community, healthcare providers, day cares, and schools.

Maternal Child Health Program
We provide nursing visits and breastfeeding support to pregnant and parenting women and families.

Mobile Home Parks
Our Department permits and inspects mobile home parks annually for utilities (water and sewer), garbage, electric hook up, spacing and any other facility, appliances, or equipment related to the normal operation of the mobile home park.

Pre-Kindergarten Program
The Pre-K program provides evaluations and services to children three-five years of age.

Sexually Transmitted Infections (STI) Program
The Sexually Transmitted Infections (STI) Program provides education, referrals and free services.

Tanning, Tattoos & Body Piercing
Madison County Health Department permits and inspects commercial tanning facilities. The department also provides education on tanning, tattoos and body piercing.

Tobacco Enforcement Programs
We provide technical assistance and education to employers, businesses, and the community on the Clean Indoor Air Act (CIIA) and the Adolescent Tobacco Use Prevention Act (ATUPA).

Tuberculosis (TB) Clinic
The Tuberculosis (TB) Clinic administers and interprets skin testing and provide consultation regarding results; provides treatment for TB infection and disease; screens for TB, follows-up active cases and contact investigation.

Water & Septic - Individual Systems
Despite drinking water treatment advances, many illness episodes still occur from exposure to contaminated drinking water. To protect public health, we assist and provide guidance to residents on the design, operation, construction, and maintenance of safe water and septic systems.

Water & Sewer - Public Systems
We work with operators to monitor the safe operation and maintenance of systems, providing guidance and support in maintaining compliance with state laws.

Weights & Measures
The Weights and Measures Director administers and enforces the provisions of agriculture and markets law, rules, and regulations as they relate to weights and measures.
