Proposals for 2027 Funding

Extensions were provided for 2026 funding therefore the Youth Bureau will not be accepting new proposals for 2026 programming. 

The Youth Bureau will be accepting funding proposals for 2027 programming. The Request for Proposals (RFP) will be released in 2026 and will be competitive.  All funding streams will be included in one RFP.

Community-based non-profit organizations, public agencies, and Madison County municipalities may compete among four separate and distinct funding streams as eligibility allows.  

For reference, programming must be designed for young people who reside in Madison County.  Limited funds are available in each funding stream specific to set age ranges for the delivery of youth services, opportunities and supports.  

  • Positive Youth Development: There are two opportunities here, one funded by Madison County, the other by NYS Office of Children and Family Services (OCFS).   County funds are for full calendar year programs while OCFS funds are for nine-month seasonal programs, from January to September.  Eligible entities are nonprofits and municipalities, and must serve youth under 21 years of age.  These programs have recently included prevention programs, mentoring and youth leadership.
  • Youth Sports Education Opportunity funding (YSEF): This is funded by OCFS and entities eligible for YSEF include nonprofits and municipalities and must serve youth ages 6 to 17.  The definition of sports in this category is flexible and can include activities such as yoga, hiking, geocaching, dance, and other outdoor pursuits.  YSEF does not include competitive sports.  These funds can be used for nine-month seasonal programs, from January to September.
  • Youth Team Sports (YTS): Also funded by OCFS and the sole focus for this funding is on team sports that are competitive such as team softball and baseball, team tennis, team golf, or competitive racing sports like swimming and skiing.  YTS program must serve young people under 18.   This funding can also be used to purchase AEDs for the team. Nonprofit entities are eligible to apply.  These funds can be used for nine-month seasonal programs, from January to September.
